RSU 21 voters in Kennebunk, Kennebunkport and Arundel will decide on school renovations

Residents of Regional School Unit 21 will vote Tuesday on a $56.5 million school renovation bond that was scaled back after voters previously rejected a more elaborate plan to overhaul three district schools.

The plan, if approved by the majority of voters in Kennebunk, Kennebunkport and Arundel, would address safety and handicap-accessibility issues at Kennebunk High School, Kennebunkport Consolidated School and Mildred L. Day School in Arundel. The plan was scaled back by about $40 million after voters overwhelmingly rejected a renovation bond in January 2014.

Also on Tuesday, residents in the RSU 21 towns will vote on the proposed $40 million annual education budget. In Kennebunkport, residents also will vote on whether to file a petition to withdraw from RSU 21 because of concerns about cost sharing and to authorize the withdrawal committee to spend $40,000 on the process.

“I think people drive by and see this beautiful historic (high school) building built in 1939 and they’re deceived,” said Tim Walsh, a senior and student representative to the school board. “They don’t see the cracks, they don’t see the leaks and they don’t see the trailer park we have out back. It’s beautiful on the outside, but the inside is falling apart.”

The bulk of the money would go to renovations at Kennebunk High School, which school officials say is in danger of losing its accreditation if its facilities are not improved. At Mildred L. Day, two wings that are sinking would be razed and replaced with a new addition on land that is more stable. In Kennebunkport, the project would allow the district to eliminate three portable classrooms and renovate the school’s multipurpose space.

Of the total $56.5 million proposed for the project, $42.8 million would go to Kennebunk High School, $8.55 million would be spent at Mildred L. Day School in Arundel and $5.14 million would fund renovations at Kennebunkport Consolidated School.

The annual property tax impact on a home valued at $300,000 would be $229.68 in Kennebunk, $219.69 in Arundel and $209.28 in Kennebunkport. The average tax reduction is almost 27 percent compared to the 2014 proposal, according to school officials.

After voters rejected a $75 million bond, school officials scaled back the projects by $40 million. Significant reductions in the proposed renovation plan include eliminating a performing arts center at the high school, moving from two gymnasiums to one gym and a multi-purpose room for sporting events, and the elimination of artificial turf on playing fields.

Walsh and fellow senior Cara McCluskey are spending the last two weeks of the school year as volunteers on the campaign advocating approval of the bond. They said the issues at the high school that need to be fixed are obvious to anyone who spends time in the school, where classrooms exceed the capacity recommended by the Department of Education and students push past one another in overcrowded stairwells. There is no functioning sprinkler system and some classes are held in portable classrooms that have exceeded their expected lifespan by more than 15 years, McCluskey said.

Walsh said the most concerning issues revolve around access for students who use wheelchairs or crutches. Students who cannot use stairs must take long detours through the school and across the school’s driveway to get to class and the bathroom, he said.

“If you’re in the main part of the building, in order to get to a handicap-accessible bathroom, you have to go 0.6 miles across the school to get to one, including going outside,” he said. “That’s the same distance as from Town Hall to the end of Main Street.”

While there hasn’t been as much opposition to this plan as there was in 2014, it has been somewhat contentious in the RSU 21 communities. Last week, Superintendent Kevin Crowley sent a letter to parents after signs popped up in town urging residents to vote against spending $97 million on the schools. That figure, Crowley said, was misleading because it included the renovation project and the district’s annual $40 million budget.

“It is disappointing to see this type of misinformation being presented publicly,” Crowley said. “It is our hope this was not a deliberate attempt to alter the outcome of the vote.”

In a letter to the editor, school board member Jeff Cole of Kennebunk said the present proposal is “hardly wise spending,” especially with the annual school budget eclipsing $40 million. The spending trend is consistent with that the interim Commission of Education recently said is “unsustainable,” Cole said.

“With the bond vote, we’re facing $97 million of spending, a very crucial test of the capacity of our communities to be taxed for education that is just what the DOE commissioner was referring to, at a time when we’re experiencing an increasing number of senior residents on fixed incomes and fewer young families with school aged children at the other end of the spectrum,” Cole wrote.

Proposed school budgets for Greater Portland

Many local school districts will ask voters Tuesday to approve budgets for the 2015-2016 school year.

But the actual figures may change after the fact because, as in past years, districts are finalizing their budgets before state funding has been decided.

Districts have calculated how much state aid they would receive if Gov. Paul LePage’s proposed budget passes, but the Legislature’s Appropriations Committee is proposing to increase the amount of education aid by $25 million per year.

With budget validation votes happening before a state budget is in place, school administrators have to go with the figures they have. The Maine School Management Association sent districts specific wording for warrant articles to enable them to use any extra money they might receive to lower taxes or increase school expenses without having to hold a second round of votes. Schools also may carry over any unanticipated state funds to the next school year.

Here are details for Tuesday’s school budget referendums in Greater Portland. In some cases, the tax impacts of school budget proposals were not available in budget documents or could not be calculated because of changes in overall valuation.

UMaine System, community colleges announce sweeping credit transfer deal

AUGUSTA — Maine’s university and community college systems signed a sweeping agreement on Monday that will allow students to complete more than a year of general education classes and transfer them between any of the state’s 14 public institutions.

Credit transferability has long confounded state higher education officials. While credits have been moved between the two types of institutions for years, some can’t be and the credits that are transferable are governed by a patchwork system of more than 150 agreements between specific departments.

The deal, signed at a ceremony with Gov. Paul LePage at the University of Maine at Augusta’s Randall Student Center, takes effect in June 2016 and allows students to transfer up to 35 credits between institutions. Most states have similar agreements in place, and officials hailed the agreement as a way to reduce costs and ease educational mobility for students.

“With this agreement, we are ensuring the same learning outcomes, same expectations, and same credit for our students across all fourteen of Maine’s public colleges and universities so Maine learners can more easily and affordably progress along the path to advancement,” said James Page, chancellor of the University of Maine System.

Transferring already worked for Brett Brockway, a 2006 graduate of Winslow High School who worked while getting an associate degree at Kennebec Valley Community College in Fairfield. Afterward, he transferred to UMA, getting a business degree that sent him to work at Athenahealth, a health records management company with a location in Belfast.

“My feeling is that if you’re too highly leveraged today, you’re not going to make bold decisions,” Brockway said. “Throughout my company, I look at the bold people and they’re not indebted to some huge degree or something, and I think this program does that for people.”

Maine Community College System interim president Derek Langhauser called the current system “a complicated and oftentimes inefficient process” that has frustrated students starting in the cheaper, two-year community college system and transitioning to a four-year degree program at a state university.

In a recent three-year period, 42 percent of Maine community college graduates pursued further education, with 40 percent of them doing that in the state university system, according to the agreement, which comes on the heels of a similar pilot project announced in 2014 between the University of Southern Maine and Southern Maine Community College.

Now, the community college system will increase its general education requirements from 22 to 34 or 35, matching the university system. Faculty committees in both systems are working to align curriculum and develop common assessments.

Maine is one of just eight states without a transferable core of lower-level classes, according to a 2014 document prepared by a group working with the Lumina Foundation, a student advocacy group. In 2013, a legislative committee on Maine’s workforce recommended solving credit transfer issues between the community college and university systems.

Increasing their synergy has been a prime LePage goal since he was campaigning for a first term in 2010, and earlier this year, it produced one of the biggest examples of the pugnacious Republican wielding the political power of his office. In January, LePage abruptly announced that he wanted the resignation of John Fitzsimmons, then the president of the Maine Community College System, with his office citing stalled progress on a transfer agreement as a reason. Five days later, Fitzsimmons left the post he held since 1990.

Page said when he first met with the governor after he took the chancellor job in 2012, LePage’s “very first complete sentence” to him was about credit transferability.

“It’s a standard of cooperation we need to expect from our public higher education systems and the start of more to come for Maine students,” LePage said.

College Board ponders error on SATs given across U.S.

Students taking the SAT on Saturday across the United States found a mistake in the instructions, causing confusion about just how much time they had to complete at least one section. Now, the College Board, which owns the SAT, says it is trying to figure out what to do about the mistake, “to ensure the fairness of the test and the validity of the scores.”

Many proctors, who were given the proper instructions, apparently did not realize that students had incorrect information until they told students their time for a certain section was nearly up and students complained. Frantic proctors began calling the College Board on Saturday during the test to try to get guidance, and after the test, students and parents began posting complaints about the error on social media and other websites. For example, here is a post from a parent on the College Confidential website:

“In my daughter’s test, they told her they conferred with the College Board and that they had 25 minutes. Then 19 minutes into the section (she still thought she had six minutes) someone came into the room and told them they had to finish it within 20 minutes. So they only had one more minute. She still had 3 questions left, as she thought she had six minutes.”

Here’s a statement from the College Board on the mistake:

“Shortly before noon Eastern Time on Saturday, June 6, Educational Testing Service (ETS) informed the College Board that there was a printing error in the standard test books they provided to students taking the SAT on June 6 in the United States. The time allotted for a specific section, either section 8 or 9 depending on the edition, was incorrect in the student test books and correct in the script and manual provided to Test Center Supervisors. The student test books contained ’25 minutes’ while the manual and script contained the correct time limit of ’20 minutes.’ As soon as ETS became aware of the error during the administration of the test, they worked to provide accurate guidance to supervisors and administrators.”

A College Board spokeswoman said on Monday in an email that the “ETS and the College Board have confirmed that there was no misprint in tests administered outside the United States.” Earlier, there was an erroneous report that the same error was detected in Asia.

Bob Schaeffer, public education director of the nonprofit National Center for Fair and Open Testing, known as FairTest, said in an email:

“If the mistimed sections were not experimental, the College Board faces a serious test scoring problem. At a minimum, the administration of that portion of the exam was not ‘standardized’ since some students had 20 minutes to complete the items, while others had 25 minutes. Rather than its typical circle-the-wagons and say nothing non-response, the test-makers need to explain immediately how this error occurred and what they are going to do to insure score integrity.”

Katherine Levin, a spokesperson for the College Board, said the organization “understands the critical nature of this issue, and we are actively working to determine next steps to ensure the fairness of the test and the validity of the scores we deliver. We regret the confusion and concern this issue is causing for students and their families, and we will provide them and others with updated information as soon as possible.”

Rebuilt Hall School seems favored option

Portland school board members are leaning toward a plan to rebuild Hall Elementary School at its current location, despite the state’s suggestion that they consider consolidating Hall with Longfellow Elementary, the board chairwoman said Tuesday.

Last week, the board held a workshop on the Hall School project, and concerned parents turned in a petition signed by more than 560 residents urging them not to consolidate the two schools.

“Based on the conversation at the workshop, it appears most of the board is leaning toward proceeding with Hall as planned and restarting the Hall School Building Committee in July,” Board Chairwoman Sarah Thompson said in a news release Tuesday.

The board will vote on the next steps in the Hall rebuilding project at its meeting at 7 p.m. Tuesday, June 16, at Lyseth Elementary School.

The Maine Department of Education has already agreed to pay for the construction of a school to replace Hall – estimated to cost $20 million – but the process stalled this year when some incorrect enrollment projections understated how many students would attend Hall.

That prompted the state to ask Portland school officials to consider the efficiencies of building a larger, consolidated school on one site.

Longfellow is currently on a waiting list for state funding, but is low on the list, making it unclear whether the state will agree to fund it in future years or whether the city will have to pay for improvements.

But the Hall enrollment projections did not include certain neighborhoods in the district and population growth trends. The updated numbers, presented to the board last week, were in line with initial projections that met state approval.

The Hall project architect, Oak Point Associates, also briefed the board on the impact of consolidating the schools, such as traffic patterns and site locations.

“(The report) indicated that building a larger, consolidated school on either the Longfellow site or the Hall School site would cause major disruptions in those neighborhoods,” the news release said.

For example, if it was located at Longfellow, the school would be placed on a parking lot there and require eliminating nearby Deering High School sports fields to create a new parking lot.

“Thompson said most board members considered those options unfeasible, which is why the board appears to be leaning toward the original plan of replacing Hall,” the news release said.

If the board votes to rebuild Hall at its current location, Portland residents would vote in 2016 on whether to accept state funding for the project.

Maine education officials to continue probe of Augusta school’s test procedure

AUGUSTA — The state Department of Education plans further investigation of testing irregularities that prompted officials to throw out the standardized mathematics test results of some Farrington Elementary School students, school board members were told Wednesday.

Superintendent James Anastasio said state officials have not indicated how long the investigation will take.

The alleged irregularities included the placement of mathematics reference materials on the walls of classrooms used to give students Maine Educational Assessment tests, which state officials said violated testing rules and gave students an unfair advantage.

On Wednesday, school board members received the May 26 letter from Nancy Godfrey, acting assessment coordinator for the state Department of Education, to Anastasio informing him the state had invalidated the mathematics results of 106 Farrington students on 212 tests.

They also formally received the resignation of Lori Smail, Farrington’s principal, which she submitted May 12.

Anastasio said the state’s decision to invalidate the test results was based on an internal investigation of the testing process by his office, the result of which was provided to the Department of Education. He said that investigation was “phase one of at least two phases.”

“Those tests were invalid and those students will not be taking the test again,” Anastasio told board members Wednesday.

“We’re waiting for additional information from the Department of Education. I don’t have any information on the time frame.”

The letter from the state indicated the decision to invalidate the Farrington test results was made by the department’s assessment committee.

The letter also noted the assessment committee would forward the case to the certification department for further investigation, and the results of that investigation would be reported to the education commissioner.

Jaci Holmes, interim spokeswoman for the state Department of Education, said Wednesday the state’s investigation would start formally Monday. She said the department didn’t have an estimate of how long the investigation will take.

Anastasio has said posters and other mathematical reference materials were placed in two testing rooms by teachers.

Cony teacher Jeff DeJongh, president of the local teachers’ union Augusta Education Association, said Tuesday that Smail had given teachers at the school permission to place the math materials in the testing rooms.

He said she later learned such materials were not supposed to be available to students during testing, but she didn’t inform staff the materials should be removed from the classrooms. He also said the procedures for setting up a testing environment were unclear.

Smail, who did not return a call seeking comment Tuesday, had said previously that “the error that was made was unintentional.”

Anastasio said Smail reported the testing irregularities May 8, as soon as she became aware of them.

The letter from Godfrey to Anastasio, obtained by the Kennebec Journal last week under a Freedom of Information Act request, indicated the posters and other materials were placed in two classrooms at Farrington on purpose. It also indicated students might have been given guidance by teachers on test content they had not covered in class.

“Based on the investigation supplied by the Augusta School Department, a variety of mathematical reference sheets and posters were intentionally made available to students in two testing rooms,” the letter states. “Students shared that teachers conducted mini-lessons to classes on test items ‘in case it came up again in the test’ and gave verbal and nonverbal guidance to students who had questions on test content they had not covered in class.”

The letter also states: “The unfair advantage given to these students during the mathematics assessment warrants a determination that the test scores are not valid.”

Anastasio, in a May 27 letter to the parents of Farrington students whose mathematics scores were invalidated, said the investigation’s first phase determined 212 mathematics-related tests, completed by 106 students in grades 3 to 6, would be invalidated because of “unfair testing environment advantages.”

Farrington’s other MEA scores in English and literacy were unaffected.

Cell tower on Deering High roof undergoes tests after fish die in classroom

Responding to some teachers’ concerns about health risks, the Portland School District hired a company to test the level of radio frequency emissions from a cell tower on the roof of Deering High School this week.

Superintendent Emmanuel Caulk said the teachers’ concerns were the first he’d heard regarding the tower, which has been in place since 2006. He ordered the tests after a biology teacher reported that fish she kept in Room 305 – located right below the tower – kept dying.

According to the American Cancer Society and National Cancer Institute, most scientists agree that emissions from cellphone antennas or towers are unlikely to cause cancer.

“To date there is no evidence from studies of cells, animals or humans that radio frequency energy can cause cancer,” the National Cancer Institute says on its website.

The Federal Communications Commission says radio frequency emissions from antennas used for cell towers result in exposure levels on the ground that are typically thousands of times below safety limits. The agency monitors RF radiation for possible impact on the environment, including human exposure, according to the FCC website.

“There is no reason to believe that such towers could constitute a potential health hazard to nearby residents or students,” the website says.

However, critics of cell towers note that cellphone emissions are classified by the World Health Organization’s International Agency for Research on Cancer as possibly carcinogenic to humans. In a 10-year review of research from 13 countries, the agency didn’t find a causal relationship between radio frequency energy and cancer, but couldn’t rule out the possibility.

EXPERTS DIFFER ON POSSIBLE DANGERS

“This has actually been the subject of debate for many years,” said Ali Abedi, a University of Maine associate professor of electrical and computer engineering who has done wireless communication research for almost 20 years, including for NASA, the Department of Defense and the National Science Foundation.

Abedi doubts the fish died from proximity to the tower, because radio frequency waves barely penetrate water. They also don’t damage DNA like X-rays do, but instead generate heat, the same way that microwaves operate. An excessively high concentration of radio waves from a cell tower could, hypothetically, cause a burn or excessive heat.

“Maybe if (the fish) spent a lot of time on the surface,” Abedi said, noting that no conclusions could be reached unless experiments on the fish were done in a controlled, scientific manner. “I really doubt this is the cause of the fish dying.”

Joel Moskowitz, director of the University of California Berkeley’s Center for Family and Community Health, is among those advocating for stricter cellphone and cell tower standards and warnings. Moskowitz, who was a postdoctoral fellow in Evaluation Research and Methodology at Northwestern University, believes people should be more concerned about emissions from cellphones and cell towers based on his review of studies that linked cellphone emissions and biological problems in humans.

“We can’t just assume because the exposure is low from a cell tower that you’re OK,” he said.

Deering High biology teacher Polly Wilson says she knows her experiments aren’t proof the cell tower is causing the fish to die.

“This is high school science. There’s a lot of room for error. I would love if someone, some lab, picked this up and tried it in a more controlled way where they can measure it,” she said. “But I think it’s very compelling. Something is killing the fish in this room.”

MULTIPLE SOURCES OF EMISSIONS IN SCHOOL

The Portland School district gets about $36,000 a year for leasing the roof space to U.S. Cellular. There are no other cell towers on district property, said Craig Worth, deputy chief operations officer.

U.S. Cellular added three more antennas to the array in 2011, for a total of six. The company issued a report after those additions, in January 2012, that found RF readings were below FCC safety standards throughout the building and school grounds. However, it did note that the highest readings inside the building were in Room 305.

The report also noted that the building has multiple Wi-Fi hotspots, including one right in the middle of the ceiling of Room 305, which can affect and increase the readings.

UC Berkeley’s Moskowitz said he suspected any elevated RF readings in the room with the fish would be attributable to the router, not the tower, since towers direct their radio waves outward, not downward.

Worth said the tests this week measured RF levels with the high school’s Wi-Fi on and off. Results of the tests are expected in a few weeks, school officials said.

The FCC allows an ERP – effective radiated power – of up to 500 watts per channel. Most cell towers in urban and suburban areas operate at an ERP of 100 watts per channel or less, corresponding to an actual radiated power of 5-10 watts, according to the FCC website. The FCC last updated its guidelines for evaluating human exposure to RF fields from fixed antennas used for cellphone service in 1996.

STUDENT EXPERIMENT HAS FATAL RESULTS

Wilson has been teaching marine ecology in Room 305 for about 16 years, always with tanks of fish and other living things. It was only three years ago that the fish started to die, she said.

This spring, the students used aluminum foil to shield the tops and sides of four aquariums containing comet-tailed goldfish from radio frequency waves.

“We left them in there over Memorial Day weekend, we came back and they were fine,” Wilson said. “At that point, we took one of the foil (cages) off and 36 hours later, the fish died.”

The other fish, in the three shielded aquariums, were fine and are still alive, Wilson said.

Her students started a blog – called “Why Do Fish Die in Room 305?” – where they recorded their findings. The home page has a photo of a fish belly-up in a tank, with a Post-it note reading: “Begin: 5/7 Fish alive … 5/11 dead.”

“Our class noticed how we were unable to keep goldfish alive. Eliminating all theories as to what might be causing the death (food, water, pH, nitrite and nitrate levels) we came to the conclusion that the cell tower located above our classroom may be affecting the lifespan of the fish,” students wrote in the blog.

For Wilson, the dying fish prompted her to abandon her classroom of 16 years and teach in a vacant room.

She said her students found the experience “eye-opening.”

“They don’t think about their cellphone. … They think of it as totally benign. They were surprised and intrigued and interested in learning a little bit more,” Wilson said.

TWO TESTS, SCHOOL BOARD INVOLVED

Wilson’s husband, Gus Goodwin, asked School Board President Sarah Thompson to hold meetings on the issue. Thompson said she would raise the issue with school officials, but that it likely won’t be taken up until the fall.

“I don’t want to be the face of this. It’s a community conversation,” said Goodwin, who teaches technology education at King Middle School. “I care because someone I love teaches there and sometimes it’s easier for someone on the outside to ask the questions.”

Caulk said he ordered the tests to be conducted after a May 27 meeting of the teachers and district officials. U.S. Cellular did tests on the tower on May 29, he said, but the district decided to get a third-party analysis and hired C Square Systems in Auburn, New Hampshire, to conduct a four-hour test on Tuesday.

Goodwin said he thought the district was being very responsive and the meeting with district officials was “very productive.”

Caulk did not grant permission to the Portland Press Herald to visit the school Wednesday.
